Witrynai made the workstation placed it and it had zero health, you cant pick it up and you cant fix it. Doesn't happen on my single player game, server, dev kit single player, or dev kit simulated server. So either it's the thing I talked about where it's hard to reproduce, or a mod is causing your issue.
