WebI figured out I had a a driving routine and I've deleted it. I tried everything else, but I knew it was something I set via Bixby. It was under Bixby Routines>Driving>Read Notifications Aloud - and I had messages, messenger, whatsapp.. deleted! Hopefully fixed. Also another setting, try Read caller names aloud, toggle off.
